Kilby-Gardner-Hammond Neighborhood Revitalization Project

The Hollis Street Duplexes and Kilby Street Townhouse Development represents �Phase Three� a continuation of the ongoing housing development work associated with the �Kilby-Gardner-Hammond Neighborhood Redevelopment Initiative.� Phase III is divided in to 2 housing development sites referred to as A and B. Phase III-A currently consists of 10 attached single-family units (5 duplexes), while Phase III-B consists of 8 townhouse style condominiums and 1 duplex containing 2 single-family units. In January of 2008 the Main South CDC completed the construction of the 10 attached single-family units known as Phase III-A. In July of 2008 the MSCDC set the foundations in place for those additional 10 townhouse style units known as Phase III-B. These twenty (20) units will be sold to first-time low to moderate income homebuyers. The 10 single-family units were sold at $130,000; the new townhouse style condominiums will sell for $139,500 and the duplex units selling price is $140,000. To date, all of the units in Phase III-A have been sold. Construction on the 10 units under Phase III-B was completed August 2011. The 8 townhouse style condominiums will be part of a condominium association and a fee will be included in the monthly costs. The Main South CDC will be retained as the condominium association manager and will take part in ensuring the continued affordability of all the units.

For Phase III-A the Main South CDC received $500,000 of HOME Funds from each the State and the City of Worcester. The Main South CDC received $700,000 of Housing Stabilization Funds and an additional $450,000 of HOME Funds from the City for Phase III-B.

Furthermore, the Massachusetts Technological Collaborative gave MSCDC $190,000 to fund the installation of solar panels for the 10 units of Phase III-A. All of the housing built in the KGH redevelopment area has already adopted as many green design principles as financially possible. The Main South CDC is the first Community Development Corporation in Worcester to create affordable housing with solar panels. We have utilized energy efficient boilers, low flow toilets, R-4 rated windows, avoided vinyl products, installed bamboo flooring. Our new duplex units on Hollis Street (Phase III-A) include PV cells on the roofs of these new buildings and we are seeking to incorporate these features on our Kilby townhouses (Phase III-B) if funding is made available. We are also exploring means of capturing rain water run off for reuse for irrigation, car washing, etc. The Main South CDC is very focused on green building and will continue to build future projects with green features.
