Domenech Hicks & Krockmalnic Architects Townhouse Project in Boston To be considered for this program an applicant must be a first-time homebuyer and must not exceed 80% of median income limit for the area of Worcester (the income limits listed are below). An eligible candidate is considered to be an individual or spouse that has not owned a home before or during the three year period before the purchase of MSCDC houses. Once a pre-qualification form has been filed with the MSCDC and the applicant is determined to be eligible the applicant will be invited to participate in a lottery. If selected during the lottery process the applicant will be required to provide the MSCDC with a full application package that will be sent to the city of Worcester and to the Massachusetts Department of Housing and Community Development (DHCD) for review and approval. These units are Deed Restricted for a period of fifteen (15) years. Also, the house must be owner occupied, meaning that the homeowner may not under any circumstances sublet.
